How the advies process works

  1. Voorlopig schooladvies - between 10 and 31 January the primary school gives a provisional advies based on years of results, work attitude, and motivation.
  2. Doorstroomtoets - all pupils in groep 8 take the doorstroomtoets in the first two weeks of February. The result is a toetsadvies, usually a dual level like vmbo-gl-tl/havo.
  3. Bijstellen omhoog - if the toetsadvies is higher than the provisional advies, the school must raise the final advies, unless raising it is clearly not in the pupil's interest (which the school must justify). A lower toetsadvies never lowers the advies.
  4. Definitief advies and aanmelden - the final schooladvies follows before 24 March, and all pupils register for secondary school in the same national week at the end of March, so pupils with an adjusted advies have an equal chance at popular schools.

Understanding the Doorstroomtoets and Standaardscore

The doorstroomtoets replaced the old eindtoets (the famous "Citotoets") in the 2023-2024 school year. The name change signals a different philosophy: the test is no longer an end point of primary school but a moment in the flow (doorstroom) toward secondary school, and its timing moved to early February so its result can still raise the school advies before pupils register. Schools choose from several government-approved providers; Cito's Leerling in Beeld is the most widely used, with IEP and DIA as the main alternatives.

Leerling in Beeld reports a standaardscore from 151 to 200. The scale is normed so scores are comparable across years, similar to the old 501-550 scale of the Centrale Eindtoets. Around 180 sits the havo/vwo boundary and 185 and up gives the only single-level advies, vwo. Every other toetsadvies is deliberately dual (such as vmbo-gl-tl/havo): dual advies gives secondary schools room to place a pupil in a mixed brugklas and decide the definitive level after one or two years.

The toetsadvies is deliberately not the whole story. The school advies weighs eight years of observation, and by law it can only be adjusted upward after the test, never downward. In practice roughly a quarter of pupils score a toetsadvies above their provisional advies, and since the bijstellen rules were tightened, schools must raise the advies by default in that situation. Parents can ask for the underlying motivation when a school declines to raise it.

A note on comparing scores between providers: an IEP score of 80-100 corresponds roughly to a havo/vwo or vwo advies, while DIA still uses a 501-550 standaardscore like the old central test. The bands in this tool follow the published Leerling in Beeld norm tables (2024) as documented by OCO; providers re-norm each year, so a score exactly on a boundary can fall either way. From Standaardscore to Schooladvies

The doorstroomtoets in groep 8 produces a toetsadvies: a secondary school level that fits the score. On the Leerling in Beeld scale of 151-200, roughly 173-179 maps to vmbo-gl-tl/havo, 180-184 to havo/vwo, and 185+ to vwo, the only single-level advies. The school's own advies remains leading: if the toetsadvies is higher than the provisional advies, the school must raise the advies unless that is clearly not in the pupil's interest. A lower test result never lowers the advies. IEP and DIA tests use different scales but the same advies categories.

There is no pass or fail: the score maps to a school level.
