Only by coincidence. Eight 250 ml glasses is 2.0 L, which happens to match the need of a roughly 57 kg person with no exercise. A 90 kg person needs closer to 3.2 L base. Body weight is the dominant factor, which is why this calculator starts there.
Do coffee and tea count toward my intake?
Yes. The mild diuretic effect of normal caffeine intake is far smaller than the fluid the drink delivers, so a 250 ml coffee still adds close to 250 ml of hydration. Alcohol is the exception; it genuinely dehydrates.
How do I know I am drinking enough?
